Detergents and cleaning products

The Detergent and Cleaning Products Regulation, also called the Detergents Regulation, aims to reduce the environmental risks connected with detergents and to improve information to consumers. The Regulation applies to all chemical products used on solid surfaces, clothes, textiles and household utensils.

Proposal for a new regulation for detergents

On 14 June 2024, the European Council adopted a position on the proposal for a new detergent regulation. In the spring of 2023, the European Commission submitted a proposal for a new regulation that is intended to replace the current regulation on detergents (EC) No. 648/2004.

Much of the proposal is similar to current legislation, while other parts such as digital product passports and refill sales are added. Since spring 2023, the proposal has been reviewed and negotiated in the European Council by EU member states. There, the member states have agreed on which changes they want to see in the Commission's proposal.

This autumn, the proposal is expected to be further negotiated between the European Council, the European Parliament and the EU Commission. It is not yet clear when a new regulation can be adopted.
