In June 2024 the European Chemicals Agency ECHA updated the Candidate List with one new substance of very high concern (SVHC): Bis(α,α-dimethylbenzyl) peroxide, EC-number 201-279-3, CAS-number 80-43-3 This substance were already included in the PRIO database at the priority level phase-out substance since it has a harmonized classification as reproductive toxicant (Repr. 1B). The substance has been updated with the reference REACH Regulation (EC No 1907/2006), Candidate List.
We have now published information about which criteria changes have been made in PRIO since the new launch in October 2020. You can find the information on Start/PRIO criteria for phase-out substances and priority risk-reduction substances.
PRIO has been updated with a new substance group, Bisphenols, which includes around 20 structurally similar substances. The new substance group facilitates the identification of substances which, for example, are structurally similar to bisphenol A, and which are covered by PRIO's criteria. PRIO is updated with the 2022 reported Products register data. The Swedish Chemicals Agency's Products register contains information on the use of substances in chemical products manufactured in or importeted to Sweden.
Two new criteria have been introduced in PRIO and three existing criteria have been updated. The new and updated criteria in PRIO are a consequence of the four new hazard classes being adopted and implemented in the CLP regulation. The changes mean that more substances with environmental and health hazards are covered by the criteria in PRIO and several new substances have been added to the database. The twenty first technical adaptation of the CLP Regulation, ATP 21, has now been adopted by the European Commission and published in the EU Official Journal. The amendment includes additional substances with harmonised classification to Annex VI of the CLP Regulation. For some substances listed in Annex Vl, ATP 21 implies that the classification has been revised. With the support of ATP 21, approximately 30 substances, which meet the PRIO criteria for phase-out substances or priority risk-reduction substances, were added to the PRIO-database. In January 2024 the European Chemicals Agency ECHA updated the Candidate List with 5 new substances: 2,4,6-Tri-tert-butylphenol, EC-number 211-989-5, CAS-number 732-26-3 2-(2H-Benzotriazol-2-yl)-4-(1,1,3,3-tetramethylbutyl)phenol, EC-number 221-573-5, CAS-number 3147-75-9 2-(Dimethylamino)-2-[(4-methylphenyl)methyl]-1-[4-(morpholin-4-yl)phenyl]butan-1-one, EC-number 438-340-0, CAS-number 119344-86-4 Bumetrizole, EC-number 223-445-4, CAS-number 3896-11-5 Oligomerisation and alkylation reaction products of 2-phenylpropene and phenol, list number 700-960-7 The substance dibutyl phthalate (EC-number 201-557-4, CAS-number 84-74-2) which already was on the Candidate List is now also identified as an endocrine disruptor for the environment. These substances are included in PRIO with the reference Candidate List .
The materials module in PRIO has been updated with additional information for substances on the EU´s Candidate List. The information is retrieved from the Swedish Chemicals Agency project “Kunskapssammanställning: Användningsinformation för ämnen på kandidatförteckningen” (H22-07569) which was carried out in 2022.
PFAS, US EPA Master List has been added as a new reference in PRIO. The US Environmental Protection Agency (US EPA) has set up a comprehensive database of PFAS substances (PFAS Master List) based on several internal and external sources. The reference PFAS, US EPA Master List in PRIO refers to as selection of PFAS substances from this database that fulfils the OECD PFAS definition (2021) and that have associated CAS numbers. As a results of the addition of a new reference, 5700 new PFAS substances were added to the PRIO database. PRIO now contains a total of almost 11 000 PFAS substances. All PFAS substances in PRIO fulfils the OECD PFAS definition from 2021. It is also the OECD's definition of PFAS that was used as the basis for the EU restriction proposal for PFAS* that Sweden together with 4 other member states submitted to Echa in February 2023. *In the current proposal a few types of PFAS subgroups that are considered as degradable are excluded from the scope of the restriction. Today, the Swedish Chemicals Agency publishes a new report investigating hazardous chemicals that hinder material recycling of plastics. The report is part of the government assignment Non-toxic from the start . The material module in PRIO has been updated with new information on hazardous substances in plastics from the investigation. In June 2022, Perfluorohexane sulfonic acid (PFHxS), its salts and PFHxS-related compounds was added to the Stockholm Convention for global phase-out. In May 2023, this ban was implemented in EU legislation via the POPs Regulation. PRIO has now been updated with a new substance group, Perfluorohexanesulfonic acid (PFHxS) and its derivatives, containing substances from the indicative list in the Stockholm convention (UNEP/POPS/POPRC.15/INF/9) and ECHA's example list of PFHxS substances in the POPs Regulation. The substance group Perfluorohexanesulfonic acid (PFHxS) and its derivatives can be found under Advanced search in PRIO. There are now a total of 175 substances in this substance group. In connection with this review, the reference Stockholm Convention has been reviewed in its entirety and around forty additional substances have been added.

In May 2023, a decision was made to add an additionally three substances or substances groups to the Stockholm Convention for global phasing out. The three newly added substances are: Methoxychlor (CAS-Number: 72-43-5, EC-Number: 200-779-9) Dechlorane Plus (Several CAS/EG-Number, e.g., CAS-Number: 135821-03-3, 135821-74-8, 13560-89-9) UV-328 (CAS-Number: 25973-55-1, EC-Number: 247-384-8) These substances were already included in the PRIO database. Dechlorane Plus and UV-328 are both identified as SVHC substances on the Candidate List in the REACH regulation (EC no. 1907/2006). Methoxychlor, which previously met the criterion of potential PBT/vPvB in PRIO, has now been updated to PBT/vPvB at the priority level phase-out substance with the references Stockholm Convention .

PFAS, ChemSec SIN List has been added as a new reference in PRIO. The SIN List is the International Chemicals Secretariat's (ChemSec) list of substances which, based on their assessment, meet the criteria for being substances of very high concern (SVHC) according to the REACH regulation. The SIN List includes a selection of PFAS substances with registered uses (production or import) in the EU and/or the USA. The reference PFAS, ChemSec SIN list refers to PFAS substances on the SIN List. As a results of the addition of a new reference, 187 new PFAS substances were added to the PRIO database. PRIO now contains a total of 5220 PFAS substances.
PRIO is updated with the 2020 reported Products register data. The Swedish Chemicals Agency's Products register contains information on the use of substances in chemical products. Within a few weeks time we will publish the 2021 data.
The search function in PRIO is now open after a period of downtime. The reason for the downtime was a system update that turned out to be more extensive than planned.

Melamine is not associated to a criteria for phase-out substances in PRIO but is considered a phase-out substance as it is included in the Candidate List in accordance with Article 57(f) of the REACH regulation. The inherent properties of melamine is therefore of comparable concern as to other phase-out substances in PRIO.
PRIO now applies the OECD PFAS definition from 2021 (previously the PFAS definition in KIFS 2018:4 was used) and has consequently been updated with new PFAS substances from the OECD PFAS list (2018). The PFOA group in PRIO has been updated with new substances from the latest update of the Stockholm Convention's indicative list of substances covered by the restriction (UNEP/POPS/POPRC.17/INF/14). The eighteenth technical adaptation of the CLP Regulation, ATP 18, has now been adopted by the European Commission and published in the EU Official Journal. The amendment includes additional substances with harmonised classification to Annex VI of the CLP Regulation. For some substances listed in Annex Vl, ATP 18 implies that the classification has been revised. With the support of ATP 18, approximately 50 substances, which meet the PRIO criteria for phase-out substances or priority risk-reduction substances, were added to the PRIO-database. The Authorisation List has been added as a new reference in PRIO. The Authorisation List includes substances of very high concern that have been identified within the REACH Regulation and which require authorisation in order to be used or placed on the market. Substances that require authorisation are listed in Annex XIV to the REACH Regulation. The list contains more than 50 substances or substance groups. The number of substances in PRIO with reference to the Authorisation List exceeds the number of entries in the official list as several substances in PRIO have been identified from the Authorisation List's group entries. The Screening database was a database administered by IVL Swedish Environmental Institute on behalf of the Swedish Environmental Protection Agency. The database contained screening data of environmental pollutants from the national environmental monitoring program for the years 1849 - 2016. The screening database at IVL Swedish Environmental Institute is no longer updated. The Swedish Geological Survey (SGU) is by the Swedish Environmental Protection Agency commissioned as new national data host for environmental pollutants. The commissioning of a new environmental pollutant database is planned for 2022. In the new environmental pollutant database, all environmental monitoring data from screening of environmental pollutants , environmental pollutants in biota and metals and organic environmental pollutants in sediments will be available. Convention on Long Range Transboundary Air Pollution (CLRTAP) is the UN air transport Convention on Long-Range Transboundary Air Pollution. The convention covers 8 protocols, of which the POPs protocol, to which PRIO has referred, regulates the use of persistent organic pollutants (POPs). The POPs protocol within CLRTAP is no longer updated. The work of regulating transboundary POPs continues now globally within the Stockholm Convention.
All companies that manufacture or import a chemical product to Sweden must report the product's content to the Products Register. Data from the Products Register presented in PRIO provides information on the use of chemicals for chemical products. The information displayed in PRIO is non-confidential. For certain substances in PRIO there is information on: Product type that indicates which different types of chemical products the relevant substance is included in and what their function is. It is thus not a description of the function of the substance itself. How many of these are available to consumers . How large volumes of the substance are handled (tons). PRIO has been updated with new substances that meet the criteria for potential PBT/vPvB . Such substances are suspected of having persistent (poorly degradable), bioaccumulative (accumulate in living organisms) and toxic, alternatively very persistent and very bioaccumulative properties. In connection with the review of potential PBT/vPvB substances in PRIO, the Swedish Chemicals Agency has also updated the text describing the property potential PBT/vPvB and the reference PBT/vPvB assessment, ECHA .
